On October 21, 2009, FEI’s Committee on Government Business sent a letter to the General Services Administration’s Regulatory Secretariat outlining concerns the committee had with Federal Acquisition Regulation (“FAR”) case 2008-020, a proposed rule related to contract closeout and issued by the FAR Councils on August 20, 2009.
The proposed rule delineates extensive requirements and supplemental data related to the description of an adequate final indirect cost rate proposal. CGB’s letter voiced unease that these new requirements would be unnecessarily burdensome and largely irrelevant to indirect cost rate proposals. Additionally, the proposed rule would require a contracting firm to produce information already available to the federal government and contains mandatory fee withholds.
