A recent inquiry from one FEI member prompted this response from Bill Sinnett, FERF Director of Research.
Question: Our Company is in the process of establishing a Treasury-oriented policy and procedures manual, and I am wondering if FEI has on file a library of notable or best-in-class policies? I know an alternative would be to go through the FEI membership directory and pick out names of individual Treasurers and call them, but I thought I’d start with you as a first step.
Answer: I spoke with Cady North of FEI’s DC office. Cady told me that she plans to include your question as a topic for a roundtable discussion at a future CCT meeting on October 1.
In doing a brief Google search on Treasury Policies and Procedures, I found Knowledge Leader by Protiviti:

Knowledge Leader provides sample treasury policies and procedures to establish guidelines for Company activities relating to bank accounts, wire transfers of cash, short-term investment of surplus funds, financing, foreign exchange exposure and risk (insurance) management. They offer a 30-day free trial.
I also contacted Susan Kelly, editor of Treasury & Risk magazine:
